UN Special Rapporteur in the Field of Cultural Rights Visits Laos
The United Nations Special Rapporteur in the field of cultural rights has urged Laos to prioritize cultural rights as part of its development strategy, stressing that true prosperity can only be achieved if all citizens are allowed to preserve and express their unique cultural practices. The UN human rights expert, Alexandra Xanthaki, expressed concerns over policies that pressure ethnic minorities and indigenous groups to assimilate into the dominant Lao culture, as well as the exploitation of local cultures for tourism. She warned that economic development should not come at the cost of cultural diversity and urged the government to address the marginalization of these groups.
During her 10-day visit, Xanthaki highlighted several issues, including discriminatory practices against non-dominant cultures and the government's focus on "good culture" that aligns with the state’s ideology. She also criticized village relocations and the lack of genuine consultation with local communities, pointing out that the displacement of people in the name of development should only happen with their informed consent and fair compensation. While she acknowledged Laos' progress in economic development and poverty reduction, Xanthaki emphasized the importance of integrating human rights considerations, particularly for marginalized groups, into the development process. She noted the need for international organizations to hold the government accountable and ensure that human rights are respected in the country’s development projects.
