EU-Albania Talks Begin: Focus on Minority and Property Rights

Athens welcomed the EU’s position ahead of Albania’s second intergovernmental conference in Luxembourg, marking the start of accession negotiations. A central focus is Albania's commitment to minority rights, particularly in relation to its ethnic Greek population.

The EU requires Albania to implement regulations by 2024 to ensure minority self-identification and language rights in public administration, as outlined in the rule of law roadmap. Diplomatic sources emphasize that these obligations will be monitored by the European Commission to ensure alignment with international standards.

Additionally, the EU called for the protection of property rights and measures to address issues, such as forged documents and fair compensation for public-interest expropriations. A digitized property registration system is to be developed by 2030 to offer clear and secure property titles.

Greek Foreign Minister George Gerapetritis reiterated the importance of respecting minority rights during discussions, aligning with Greece’s broader vision of EU integration for the Western Balkans.
