Council of Europe Assesses Minority Rights in Bulgaria and Montenegro
The Advisory Committee on the Framework Convention for the Protection of National Minorities recently published new opinions on Bulgaria and Montenegro. In Bulgaria, advancements in legislation, healthcare, and education were noted, but the country faces persistent issues related to implementing minority rights. Authorities are encouraged to promote minority languages and cultures, address the Roma community's needs, and build mutual respect among diverse groups. Montenegro, despite years of political instability, remains committed to diversity and minority rights. Efforts to support cultural preservation and minority participation were recognized, but stabilizing strained interethnic relations requires greater focus.
The findings highlight the need for sustained commitment in both countries to uphold minority rights in accordance with the Framework Convention for the Protection of National Minorities. This legally binding treaty, operational since 1998 and ratified by 38 states, provides a foundation for protecting minority identities and fostering inclusion across Europe.
